Key facts
Since 1 January 2026, tax on online GGR announced at 25% (2026 budget); the wording of Article 30 of the Gambling Act cited by the press (Infoplay, 20 August 2026) still mentions 20% + a fixed fee: rate to be confirmed. Advertising restrictions adopted in May 2024 (radio, TV, press, websites, public spaces); a wider ban was debated in July 2026, then rejected. Since 1 August 2026 (and not 1 September), affiliates paid on performance must hold a NAP licence: applications to be filed before 15 August 2026 for existing partnerships; EUR 6,000 fixed per year and a tax of 10% on commissions; in the event of non-compliance, payments are blocked.

Illegal: the NAP publishes a blacklist (XLS file updated on 17 September 2026) of unlicensed sites, blocked by ISPs by decision of the Sofia District Court.
