Key facts
Promosport retains the statutory monopoly (Decree-Law No. 20 of 1974). Private member's bill tabled on 19 January 2026 by 23 deputies at the ARP: it amends Decree-Law 20/1974, classifies all gambling for money on the internet as illegal and imposes blocking on ISPs and payment providers. Referred on 29 January 2026 to the general legislation committee; still pending in July 2026. Regular dismantling of intermediary networks.

What a player risks

Online casino games in this market are reserved to the state operator. No other site is licensed to offer them, and a licence issued elsewhere, offshore or foreign, does not make play legal where the offer is reserved to a monopoly. A site outside the monopoly is not supervised by the local regulator: its players have no access to that regulator's protection or dispute resolution, and deposits, payments or winnings may be blocked or confiscated. Depending on local law, using such a site may also lead to fines or prosecution. The register records for Tunisia: Illegal but widely accessible: international platforms used via intermediaries; no systematic blocking to date.
