Key facts
National Gambling Act 2004: online casino prohibited for lack of regulations. Remote Gambling Bill B11-2024 (private member's bill) stalled; the DTIC/National Gambling Policy Council announces in 2026 a new national bill (no text published). Judgment of the Supreme Court of Appeal (October 2025): a bookmaker licence does not cover casino-type games (the Western Cape regulator disputes this; “betting on outcomes” remain on offer in the meantime). 27 February 2026: the NGB declares Remote Gambling Servers illegal and prohibits their approval by the provinces. July 2026: NGB call for tenders for ISP blocking, Google delisting; the Treasury proposes a 20% tax on online gambling.

What a player risks

Online casino gambling is prohibited in this market; no operator is licensed to offer it. A site that takes players from this market does so without any local licence, whatever licence it holds elsewhere: its players have no local-regulator protection or dispute resolution, and deposits, payments or winnings may be blocked or confiscated. Depending on local law, playing may itself be an offence and may lead to fines or prosecution. The register records for South Africa: Illegal for operators and players (the player risks a fine and confiscation of winnings in theory); ISP blocking and delisting being rolled out.
