Key facts
Tax reform confirmed by the MGA. Legal Notices 84 and 86 of 2026, published on 1 April 2026, enter into force on 1 October 2026. They merge the gaming tax and the levy on devices into a single tax, classified by type of game and by mode of offering, and clarify the VAT exemption (sports betting, certain casino offerings). The tax applies only to services supplied to players in Malta. Rates according to PwC and the press (secondary source, not repeated by the MGA): 15% for Type 1, 10% for Types 2 to 4, plus a fixed levy of €3,000 per broadcasting studio.

What a player risks

This jurisdiction licenses operators that mainly serve players in other markets. Its licence does not make play legal in the player's own country and does not replace a local licence where one is required. A player using such a site from a market where it is not licensed has no protection or dispute resolution from that market's regulator, and deposits, payments or winnings may be blocked or confiscated. Depending on the law of the player's own country, fines or prosecution may apply. The register records for Malta (MGA): Export licence to unregulated markets; Article 56A of the Maltese act protects licensees against foreign judgments.

A licence from an offshore hub is issued to operators that serve players abroad. It is not an authorisation under another market's law, does not by itself make play legal for players anywhere else, and does not replace a local licence where one is required.
