- Since early July 2026: deposits and withdrawals by mobile money (Orange Money, Moov Money, Wave) suspended at 1xBet, Premier Bet and Bet223, against the background of a dispute over the tax on winnings from sports betting and virtual games (2026 Finance Act). Physical agencies no longer take sports bets; some continue to offer casino games. Situation unresolved as at 28 July 2026.
What a player risks
Online casino games in this market are reserved to the state operator. No other site is licensed to offer them, and a licence issued elsewhere, offshore or foreign, does not make play legal where the offer is reserved to a monopoly. A site outside the monopoly is not supervised by the local regulator: its players have no access to that regulator's protection or dispute resolution, and deposits, payments or winnings may be blocked or confiscated. Depending on local law, using such a site may also lead to fines or prosecution. The register records for Mali: Illegal outside PMU-Mali; even the tolerated platforms have been suspended since July 2026.
